The 28-point plan represents a systemic rupture with the international legal order. This plan rewards the Russian aggressor by legitimising annexations, grants amnesty for war crimes, and eliminates victims' right to reparation. It sets a catastrophic precedent by validating border changes through force, betrays the collective commitments of NATO and the G7, and destroys Article 10 of the North Atlantic Treaty by granting Moscow a permanent veto over Alliance enlargement.
